However, for most of us, our public IP address changes whenever our home router reboots. People reboot their routers to solve problems and power failures accomplish that too. So you can’t be any percent sure.

So those police dramas where they track down the perp with an IP address? Not quite that easy. It’s a start, but by itself proves nothing ( I’m not going to dive deeper because 99% of readers wouldn’t understand).
