Assuming users react as we expect. It's possible (though it would surprise me) that users will believe Facebook's propaganda.

Also, Internet providers could throw a wrench in this by providing an equivalent to IDFA that identifies the originating router. VPN usage would prevent that, so I'd expect Apple to fold a VPN into their operating systems. I wish they'd do that anyway!
