I agree with him that jail is a bad solution in most cases, but when you have nothing else to offer, it is unfortunately what needs to be done. A more intelligent society would recognize the value of funding programs, counselers, probation officers, home arrest and so on, but again, when none of that works or is insufficientlly funded, you have to incarcerate.
