I don't know if it will be enough to make a difference, but some companies are taking advantage of this by offering work-at-home jobs.

If enough do this, the companies who want their slaves--excuse me, valued employees-- back will be hurt, especially when you consider that it's the very top talent that can do this.

I think Apple is being particularly obtuse. They've had two banging years with at-home work but they want to drag people back. They have lost some top people recently and I wonder if Apple's intransigence played a part in it.
