I don't think there is any such thing. Based on over 350 stories and plenty of curated articles that didn't deserve it and plenty that did deserve it but were not curated, I'd say the biggest factor is who makes the decision.

The next most important thing is when they make it. If it's delayed 24 hours in a popular area, it can be close to meaningless.
