It happens in business as well. I worked at an Apple Store for a few years after I retired. They collected performance metrics such as identifying business customers, getting people to sign up for Apple Care, and more. They made those metrics targets for performance reviews and of course people found ways to game the system.

Foolish for such an otherwise very smart company.
