No, not a lottery for money, but for constrained goods. So for whatever reason we can’t produce enough almonds for everyone. If you want almonds, you enter the almond lottery. Maybe you get almonds, maybe you don’t. Maybe we could make more almonds next year and less pistachios if pistachios were not wanted.
