That’s odd.

I can tell you from my own experience I’ve never submitted a piece where an editor reached out to me and told me, “I really want to nominate this, but it needs a little more work.” Most editors either consider it good to go for a nomination or just want to publish it without one, especially if they get a high number of submissions every month.

That’s odd. I have done that for writers a number of times at my pubs. I would expect any nominator would do that.
