Yes, it definitely should be off by default and not be able to be turned on accidentally.

While you can, of course, turn off these effects and not use them at all, it still doesn’t change the fact that most of the users who own an Apple device and do not use FaceTime as their main form of communication were unaware that this feature existed and had to go through a frustrating experience because of the intrusion of these effects into serious meetings.
