You can set a a maximum headphone volume limit on iPhone. See Settings > Music > Volume Limit. Or Sounds-> Reduce Loud Sounds.

You can also turn on Settings > Music >Sound Check which makes quiet songs louder and lowers louder ones so that they all are around the same volume.

I imagine Android has similar features.
